Project Overview
An asbestos refurbishment survey was carried out at a school premises in East London. The survey was commissioned ahead of planned refurbishment works to identify any asbestos-containing materials (ACMs) that could be disturbed during the project.
The purpose of the survey was to support safe planning of the works and provide the client, school management team, and contractors with clear information on any asbestos risks within the areas affected by refurbishment.
Survey Scope
A targeted asbestos refurbishment survey was completed within the parts of the school affected by the proposed works. The inspection included accessible and relevant areas of the building, including:
- Classrooms and teaching areas within the refurbishment scope
- Corridors and circulation spaces
- Ceilings, wall finishes, and floor finishes
- Service routes, boxing, risers, and accessible voids
- External areas associated with the planned works
- Roofline and building fabric areas where accessible
As this was a refurbishment survey, intrusive inspection techniques were used where required to access hidden materials and building elements likely to be affected by the works. Suspect materials were sampled where appropriate and submitted to a UKAS-accredited laboratory for analysis. The survey was carried out in accordance with HSG264 guidance.
Findings
- Internal Finishes: Ceiling, wall, and floor finishes within the affected school areas were inspected to identify any materials that may contain asbestos and could be disturbed during refurbishment.
- Service Areas: Accessible service routes, boxing, risers, and voids were reviewed where possible, particularly in areas associated with heating, electrical, and general building services.
- External Building Fabric: External areas associated with the refurbishment works were inspected, including accessible roofline and façade-related materials.
- Condition: Any suspect materials identified during the survey were assessed for condition, accessibility, and likelihood of disturbance during the planned works.
- Other Materials: No further suspect asbestos-containing materials were identified within the accessible areas inspected beyond those recorded within the asbestos refurbishment survey report.
Recommendations
Refurbishment Planning: The asbestos refurbishment survey report should be reviewed by the client, school management team, principal contractor, and all trades before works begin.
Avoid Uncontrolled Disturbance: No suspect materials should be disturbed until laboratory results and survey recommendations have been reviewed.
Contractor Awareness: All contractors working on site should be provided with the asbestos report before starting refurbishment, maintenance, or enabling works.
School Safeguarding: Work areas should remain properly controlled and segregated from staff, pupils, and visitors during refurbishment activities.
Further Investigation: If previously hidden materials are uncovered during the project, works should stop in that area until further assessment has been completed.
Outcome
The client now has a clear asbestos refurbishment survey report for the school premises in East London. The findings allow the planned refurbishment works to be carried out safely, with asbestos risks identified before disturbance and suitable control measures put in place where required.
