1. Objective:
An Asbestos Management Survey was conducted at a residential property in Tiptree, Essex, in line with the Control of Asbestos Regulations 2012 (CAR 2012) and HSG264 ‘Asbestos: The Survey Guide’.
The primary objective of this management survey was to identify the location and extent of any accessible asbestos-containing materials (ACMs) that could be disturbed during normal occupation and foreseeable maintenance activities, thereby presenting a potential risk to residents.
The survey was non-intrusive and involved a surface-level visual inspection of the property.
2. Survey Methodology
A systematic inspection of the property’s interior and exterior was completed. All accessible rooms, cupboards, and service areas were assessed. Where materials were suspected of containing asbestos, their condition was evaluated, and representative samples were taken for formal analysis by a UKAS-accredited laboratory. Materials known to pose a risk but not sampled were presumed to contain asbestos. No destructive methods were used during this survey.
3. Key Findings
The survey identified the following confirmed or presumed asbestos-containing materials:
- Asbestos Insulating Board (AIB):
- Wall panels were identified in the under-stairs cupboard.
- A ceiling tile in the garage was also confirmed to be AIB. Both are currently in a stable, sealed condition but are susceptible to damage.
- Pipe Insulation:
- Thermal pipe insulation (lagging) on pipework within the boiler cupboard was identified as containing chrysotile and amosite asbestos. The insulation is showing signs of minor degradation and has some exposed sections.
- Vinyl Floor Tiles:
- Old vinyl floor tiles and the associated black bitumen adhesive underneath were identified in the utility room. The tiles are largely intact, but some are lifting at the edges.

4. Conclusion & Recommendations
The survey confirmed the presence of several asbestos-containing materials, some of which are friable and present a higher risk if disturbed. The following actions are strongly recommended:
- Prioritise High-Risk Materials: The asbestos pipe insulation is in a deteriorating condition and should be prioritised for remedial action. It is recommended that this is professionally encapsulated or removed by a licensed asbestos contractor to prevent fibre release.
- Strict Management of AIB: The AIB panels must not be drilled, cut, or disturbed. Clear asbestos warning labels should be placed on the under-stairs cupboard door and near the AIB ceiling tile to alert maintenance workers.
- Create an Asbestos Management Plan: A formal management plan must be created. This document should detail the location of all ACMs, the associated risks, and the procedures to follow to ensure they remain undisturbed.
- Monitor Condition: The condition of all identified ACMs, particularly the pipe insulation and AIB, must be inspected by a competent person at least annually to check for any signs of damage.
- Plan for Future Works: Before any future refurbishment or demolition work, a comprehensive and intrusive Refurbishment & Demolition Survey must be completed in the affected areas.
