Our asbestos surveyors recently completed a comprehensive asbestos management survey at a well-established village hall in Borstal, Medway, Kent. The survey formed part of the building’s ongoing maintenance programme, helping the management committee meet their legal responsibilities for identifying and managing asbestos-containing materials (ACMs) within the premises.

Village halls are at the heart of communities across Borstal and the wider Medway area, hosting everything from community meetings and fitness classes to children’s activities, private functions and local events. Many of these buildings were constructed or refurbished during periods when asbestos-containing materials were commonly used throughout the construction industry. Before attending site, our experienced asbestos surveyor reviewed the available building information and discussed the hall’s history with the management team. The asbestos management survey involved a thorough visual inspection of all reasonably accessible areas within the village hall, including the main function room, entrance lobby, kitchen facilities, storage rooms, committee offices, toilet facilities, ceiling void access points, service cupboards and external areas where appropriate. Each area was carefully assessed for materials that could potentially contain asbestos while ensuring minimal disruption to the daily use of the building.

During the inspection, representative samples were carefully obtained from suspect materials commonly found within buildings of this age. These included textured decorative coatings, vinyl floor tiles, bituminous adhesives, asbestos cement products, insulation board, ceiling panels and other construction materials historically used throughout community buildings in Medway and North Kent. All sampling was undertaken using controlled techniques to minimise fibre release, with samples securely packaged and submitted to a UKAS-accredited laboratory for analysis.

Every identified material was assessed not only for the presence of asbestos but also for its condition, accessibility and likelihood of disturbance during normal occupation of the building. Materials found to be in good condition and unlikely to be disturbed may often remain safely in place under an effective asbestos management plan, while any damaged or deteriorating materials can be monitored, repaired or removed where necessary.

Following completion of the survey and laboratory analysis, a detailed asbestos management survey report was prepared for the village hall committee. The report included clear plans showing the location of any identified asbestos-containing materials, colour photographs, laboratory results, material and priority risk assessments, and practical recommendations for future management. This information enables those responsible for the building to comply with the Control of Asbestos Regulations 2012 while ensuring contractors are made aware of any asbestos before carrying out maintenance or repair work.
