Commercial Asbestos Survey Completed in Tilbury
Our team recently completed a comprehensive asbestos management survey at a large office complex and adjoining industrial facility located within Tilbury Docks, Tilbury, Essex. As one of the UK’s busiest ports, Tilbury Docks is home to a wide variety of commercial buildings, warehouses, distribution centres and industrial premises, many of which were constructed during periods when asbestos-containing materials (ACMs) were widely used throughout the construction industry.
The purpose of the survey was to identify any accessible asbestos containing materials that could be encountered during the normal occupation, maintenance and day-to-day operation of the site. With numerous employees, contractors and visitors accessing the premises each day, maintaining an accurate asbestos register is an essential part of meeting legal responsibilities under the Control of Asbestos Regulations 2012.
Before commencing the inspection, our asbestos surveyor met with the site representative to discuss the history of the buildings, previous refurbishment works and any available asbestos documentation. Due to the size of the premises, the survey was carefully planned to minimise disruption to office staff while allowing safe access to production areas, plant rooms, storage facilities and external structures.
The office accommodation consisted of several floors of administrative space, meeting rooms, staff welfare facilities, corridors, reception areas and service risers. Throughout these areas, our surveyor carried out a systematic visual inspection of all reasonably accessible building materials. Particular attention was paid to ceiling systems, partition walls, service ducts, floor coverings, pipework, electrical installations and heating systems, all of which can commonly contain asbestos within buildings constructed before the year 2000.
Recording and Sampling Suspected Materials
The adjoining industrial facility included warehouse space, workshops, loading bays, maintenance areas and plant rooms. Industrial environments such as those found within Tilbury Docks often contain a wider range of asbestos-containing materials due to their historical use in fire protection, thermal insulation and heavy-duty construction products. The survey therefore included a thorough inspection of structural steelwork, cement-based products, service pipework, electrical equipment, roof materials and mechanical installations.
Where suspect materials were identified, representative samples were carefully collected using controlled sampling techniques to minimise fibre release. Each sample was individually sealed, labelled and submitted to a UKAS-accredited laboratory for analysis. Sampling was undertaken only where it could be completed safely and without causing unnecessary damage to the building.
Several asbestos containing materials were identified during the survey, including asbestos cement products, textured decorative coatings, vinyl floor tiles and asbestos insulating board associated with service risers and plant areas. These materials were assessed for their condition, extent and likelihood of disturbance, allowing suitable management recommendations to be provided within the final report.
Fortunately, the majority of the identified asbestos containing materials remained in good condition and presented a low risk during normal occupation. As a result, removal was not immediately required. Instead, recommendations focused on implementing an effective asbestos management plan, maintaining an up-to-date asbestos register, carrying out periodic re-inspections and ensuring that contractors are made aware of the location of asbestos before undertaking any maintenance or installation works.
Following completion of the site inspection, a comprehensive asbestos management report was produced. The report included detailed material assessment scores, laboratory analysis certificates, annotated floor plans, colour photographs of each identified asbestos containing material and clear guidance on future management requirements. This information enables the duty holder to safely manage asbestos across the site while maintaining compliance with current health and safety legislation.
