The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) 2025 introduces significant updates for transporting asbestos waste—impacting demolition firms, waste carriers, and construction companies across the UK and Europe.

What’s Changed?

1. New UN Code Requirements

  • UN 2212 (Asbestos, Amphibole) and UN 2590 (Asbestos, Chrysotile) now require:
    • Special Provision 678: Strict conditions for waste transport (e.g., direct transit from site to disposal, no mixing with other waste).
    • VC1 & VC2 Codes: Bulk carriage now permitted in sheeted/closed containers under specific conditions.
    • AP12 & CV38: New rules for container-bag systems (dual-layer polypropylene/polyethylene bags with secure zippers).

2. Stricter Bulk Transport Rules

  • Container-Bag Requirements:
    • Must be dust-tight (inner layer) and tear-resistant (outer layer).
    • Max load: 7 tonnes per bag (even if manufacturer-rated higher).
    • No UN certification needed, but must meet ADR’s material specs.
  • Bulk Compartment Rules:
    • Rigid walls must fully enclose bags (no overhang).
    • No sharp edges that could puncture bags (pre-load inspections required).

3. Documentation Updates

  • Transport documents must now include:
    • “Carriage under special provision 678” declaration.
    • Technical data sheets for container-bags.
    • Unloading protocols (if tipping waste).
