Project Overview
We were appointed to carry out an asbestos refurbishment survey at a prominent retail property in Colchester, Essex, ahead of planned internal refurbishment works. The building, which has been used for commercial retail purposes for many years, required a detailed intrusive survey to identify any asbestos-containing materials (ACMs) that could be disturbed during the refurbishment programme.
The survey was essential to ensure the works could be planned safely and in full compliance with the Control of Asbestos Regulations 2012.
Survey Approach
Our qualified asbestos surveyors undertook an intrusive inspection of all areas affected by the proposed refurbishment. This included the main shop floor, storage areas, staff rooms, service risers, ceiling voids, and accessible sections of the building fabric.
Controlled access techniques were used where required to inspect concealed areas, and representative samples of suspect materials were safely collected. All samples were analysed by a UKAS-accredited laboratory in accordance with HSG264 guidance. The survey was carefully coordinated to minimise disruption to surrounding businesses.
Key Findings

Ceiling Voids: Asbestos insulating board (AIB) was identified above sections of suspended ceilings in back-of-house areas.

Wall Linings: Older internal wall panels within storage and service areas were confirmed to contain asbestos.

Flooring Materials: Asbestos-containing bitumen adhesive was found beneath historic floor coverings in parts of the retail space.

External Elements: Asbestos cement materials were recorded within sections of external cladding and signage backing.
All identified ACMs were assessed for condition, extent, and potential risk in relation to the planned refurbishment works.
Recommendations

Licensed Removal: AIB materials within ceiling voids and wall linings must be removed by a licensed asbestos contractor prior to refurbishment.

Controlled Removal: Floor adhesives containing asbestos can be removed under controlled, non-licensed conditions following appropriate risk assessments and method statements.

Clearance & Certification: Air monitoring and a thorough clearance inspection should be completed following removal works.

Contractor Briefing: The asbestos survey report should be issued to all contractors before works commence to prevent accidental disturbance.
