Objective:
This survey was carried out to help the client meet their obligations under the Control of Asbestos Regulations 2012 and to provide a clear strategy for the safe management and monitoring of asbestos-containing materials (ACMs) within the building. The property is a commercial building used for office and retail purposes and it was constructed at a time when asbestos materials were commonly used in building projects. With routine maintenance being carried out, it was essential a survey was conducted to identify any asbestos risks.
Scope of Work:
Our experienced and qualified surveyors carried out a detailed non-intrusive inspection for the property. Particular attention was given to areas where asbestos materials are often found in buildings of this age. Samples were taken from:
- Ceilings & Walls: Inspecting for asbestos in textured coatings commonly used for decorative finishes.
- Floor Areas: Checking for ACMs in vinyl floor tiles and adhesive materials.
- External Areas: Inspecting for asbestos cement materials, particularly within rainwater goods and roofing elements.
Survey Findings & Risk Assessment:
During the survey at this Southend-on-Sea property, samples were taken from a variety of suspected asbestos-containing materials. Laboratory analysis confirmed the presence of asbestos within:

Asbestos cement materials – Identified externally within rainwater goods and roofline components

Composite materials – Found within internal building elements, typically used for their strength and durability
All identified ACMs were found to be in good condition at the time of the survey and presented no immediate risk provided they remain undisturbed and are managed correctly in line with the property’s asbestos management plan.
Recommendations & Next Steps:
Following the completion of the survey, we provided the client with a comprehensive asbestos management report detailing:
- ACM Locations and Condition: A clear breakdown of all the asbestos materials found during the inspection.
- Risk Analysis: Assessment of the likelihood of asbestos fibre release during normal occupation or maintenance activities.
- Management Plan: Practical recommendations for safe management, regular monitoring, and specific guidance for any future refurbishment or disturbance of ACMs.
Outcome:
As the ACMs were in a stable condition, removal was not immediately necessary, but safe working procedures and periodic re-inspections were strongly advised.
