We were appointed to undertake an asbestos management survey at a restaurant premises in Thurrock, Essex. The survey was commissioned to ensure the building remained compliant with the Control of Asbestos Regulations 2012, while protecting staff, customers, and visiting contractors from the risk of accidental asbestos disturbance.
The premises form part of a busy leisure and retail environment and operate throughout the week. As with many commercial buildings, parts of the structure and service areas date back to a period when asbestos-containing materials (ACMs) were commonly used in construction.
The key objectives of the survey were to identify any asbestos-containing materials, assess their condition and risk level, update the asbestos register, and provide practical guidance for safe ongoing management.
Scope of Inspection
Our survey covered all reasonably accessible areas of the restaurant, including customer dining areas, kitchen and food preparation zones, storage areas, staff facilities, service corridors, electrical cupboards, and accessible ceiling voids. External elements such as soffits and service penetrations were also inspected.
Particular attention was given to back-of-house areas and service spaces where asbestos-containing materials are historically more likely to be present.
Survey Findings
Laboratory analysis confirmed the presence of several asbestos-containing materials within the premises. These included chrysotile-containing vinyl floor tiles in back-of-house areas, asbestos cement panels within an external service cupboard, and textured decorative coating containing trace chrysotile within a staff-only ceiling area.
All identified materials were assessed for both material condition and the likelihood of disturbance during normal operations.
Overall, the ACMs were found to be in good condition, well sealed, and located in areas with limited access. As a result, the overall asbestos risk within the building was assessed as low, provided appropriate management procedures are followed.
Recommendations
Following completion of the survey, we provided the site management team with a comprehensive asbestos management package, including an updated asbestos register, annotated plans showing ACM locations, risk assessments, and photographic records.
As the identified materials remain in stable condition, removal was not considered necessary at this stage. Instead, we recommended a controlled management approach including periodic re-inspection, clear contractor procedures, and review of the asbestos register before any maintenance or refurbishment works.
Outcome
The restaurant now benefits from a fully compliant asbestos register and clear documentation for contractors and maintenance teams. This ensures asbestos risks remain properly controlled while allowing the premises to continue operating safely within a busy hospitality environment in Thurrock, Essex.
