Asbestos Domestic Management Survey – Romford

1. Objective:
We were recently commissioned to complete a domestic asbestos management survey at a multi-storey residential property in Romford, Essex. The purpose of the survey was to identify any asbestos-containing materials (ACMs) within the building’s communal and service areas, ensuring the property remained compliant with health and safety regulations.
2. Survey Approach
Our experienced surveyor carried out a thorough non-intrusive inspection of the building, including the stairwells, entrance hallway, boiler room, loft space, and external features. Samples of any suspect materials were collected in accordance with HSG264 and sent to a UKAS-accredited laboratory for analysis. The work was carried out efficiently and with minimal disruption to residents.
3. Findings
- Ceiling Coatings: Chrysotile (white asbestos) was detected in textured coatings within the communal stairwell area. The coating was in stable condition with no flaking or visible damage.
- Pipe Insulation: Small sections of asbestos insulation were found around redundant pipework in the basement boiler room.
- Roof Soffits: Asbestos cement soffit boards were identified externally along the roofline, all in sound condition.
- No asbestos detected in wall finishes, floor coverings, or electrical fittings within the communal areas.

4. Recommendations
- Encapsulation & Monitoring: The asbestos insulation in the boiler room should be encapsulated to prevent future fibre release, with periodic reinspection to monitor condition.
- Management in Place: The textured ceiling coating and soffit boards can remain in situ under a formal asbestos management plan.
- Contractor Awareness: Maintenance personnel and contractors should be made aware of the asbestos register before carrying out any intrusive works.
- Annual Review: The asbestos register should be reviewed and updated every 12 months, or sooner if any refurbishment is planned.
Outcome
The survey provided the property owner and management company with a complete asbestos register and a clear action plan for compliance. By identifying and documenting all ACMs, the building can now be maintained safely and in accordance with the Control of Asbestos Regulations 2012.
