Objective
We were commissioned to carry out an asbestos management survey at a commercial industrial unit in Purfleet, Essex. The dutyholder required the survey to comply with their legal responsibilities under the Control of Asbestos Regulations 2012 and to ensure the premises remained safe for employees, visiting contractors, and ongoing operational use.
Survey Approach
A full non-intrusive asbestos management survey was undertaken across all reasonably accessible areas of the property. This included the warehouse space, external elevations, service areas, and office accommodation where present.
Materials suspected of containing asbestos were sampled where appropriate and submitted to a UKAS-accredited laboratory for analysis. The survey was conducted in line with HSG264 guidance, ensuring minimal disruption to business activities.
Findings

External Wall Cladding: Corrugated asbestos cement cladding was identified to the upper elevations of the industrial unit. The panels were weathered but intact, with no visible cracking or damage.

Roofing Materials: Asbestos cement roof sheets were identified to the main warehouse roof structure. These were in serviceable condition and securely fixed.

Service Installations: Asbestos-containing materials were identified in association with legacy service installations, including asbestos cement panels adjacent to external plant and service penetrations.

Internal Areas: No asbestos-containing materials were identified within internal floor finishes, modern wall linings, or recently upgraded service areas.

Recommendations

Retention & Monitoring: Asbestos cement cladding and roofing materials can remain in situ and should be visually inspected periodically as part of the asbestos management plan.

Maintenance Controls: Any work involving external services, cladding, or roof access should be carried out using appropriate asbestos awareness and control procedures.

Contractor Information: The asbestos register must be made available to all contractors prior to undertaking maintenance or installation works.

Future Works: Planned refurbishment, recladding, or roof replacement works will require a dedicated asbestos refurbishment or demolition survey before works commence.
Outcome
The dutyholder now has a fully compliant asbestos register and management plan for the Purfleet site. All identified asbestos-containing materials were assessed as low risk under normal conditions, allowing the premises to remain in safe operational use while maintaining full regulatory compliance.
