Project Overview
We were appointed to carry out an asbestos management survey at an educational premises in South East London. The property, a substantial late-Victorian red-brick building now used as a primary school, required a full asbestos assessment to support safe maintenance and ensure compliance with the Control of Asbestos Regulations 2012.
The client commissioned the survey to update the school’s asbestos register and provide clear documentation for facilities management and planned maintenance programmes.
Survey Approach
A qualified asbestos surveyor conducted a detailed management-level inspection covering all accessible internal and external areas, including classrooms, corridors, storage spaces, staff rooms, plant areas, and roof voids. The survey was carried out in accordance with HSG264 Guidance, and all suspect materials were sampled and analysed by a UKAS-accredited laboratory.
The inspection took place during out of school hours to ensure full access and avoid disruption to daily operations.
Key Findings

Window Boards: Asbestos insulating board (AIB) was identified beneath multiple window sills on the first floor. These materials were painted, intact, and in good overall condition.

Noticeboard Backing: AIB panelling was found forming the backing of an old built-in noticeboard in a classroom area.

Ceiling Coatings: Textured ceiling finishes in sections of the corridor and stairwell were confirmed to contain chrysotile asbestos.

Bituminous Adhesive: Asbestos-containing bitumen adhesive residues were identified beneath vinyl floor coverings in a ground-floor storeroom.

External Elements: The eaves soffit boards along the rear elevation were confirmed as asbestos cement sheeting.
All asbestos-containing materials (ACMs) were risk assessed and recorded within the site’s Asbestos Register and Management Plan.
Recommendations
To maintain compliance and ensure safe ongoing management, the following actions were recommended:

Encapsulation: AIB window boards and noticeboard panels should remain sealed and clearly labelled.

Monitoring: All identified ACMs should be visually reinspected every 12 months or following any significant maintenance work.

Awareness: Caretakers, contractors, and teaching staff involved in maintenance should be briefed on the asbestos register and control measures.

Future Works: Prior to any refurbishment, ceiling replacement, or redecoration projects, a Refurbishment and Demolition Survey will be required.
Outcome
The completed survey provided the school with a clear and up-to-date asbestos register, ensuring all identified materials are safely managed and fully compliant with current HSE guidance.
The report gives the school’s management team the confidence to maintain their historic premises safely and responsibly, protecting both staff and pupils while meeting all statutory asbestos management obligations.
