Project Overview
We were recently commissioned to undertake a full asbestos management survey at a community hall facility in Bishop’s Stortford, Hertfordshire. The single-storey building, which serves as a local meeting space for public and private events, required an updated asbestos assessment to support safe ongoing use and ensure compliance with the Control of Asbestos Regulations 2012.
The property comprises a main hall, kitchen, toilets, storage areas, and a small entrance lobby, with brick and render external walls and a pitched tiled roof.
Survey Methodology
Our qualified surveyor carried out a comprehensive visual inspection and material sampling across all accessible areas of the building, including internal spaces, service ducts, and external elements. The survey was undertaken in accordance with HSG264 Guidance, and all suspect materials were sampled for analysis by a UKAS-accredited laboratory.
The inspection was conducted while the hall was unoccupied, ensuring no disruption to scheduled community activities.
Key Findings

Floor Tiles: Asbestos-containing vinyl floor tiles were identified in the main hall storage area. These were found to be in good condition and well adhered to the subfloor.

Pipe Insulation: Traces of historic asbestos insulation were located on redundant pipework within the rear boiler room.

Roof Void: No asbestos-containing materials were identified within the roof void or ceiling linings.

External Elements: The soffit boards along the building’s perimeter were confirmed as asbestos cement sheeting.
No asbestos was detected in the walls, ceilings, or decorative finishes within the main hall or communal areas.
A detailed Asbestos Register and Risk Assessment have been produced as part of the final survey report.
Conclusion & Recommendations
To ensure continued safety and compliance, we have provided the following management recommendations:

Encapsulation: The asbestos cement soffit boards should be sealed and left undisturbed until future refurbishment or replacement is scheduled.

Ongoing Management: The floor tiles and pipe residues should be recorded in the building’s asbestos management plan and visually reinspected every 12 months.

Awareness & Record Keeping: Maintenance personnel and contractors should be made aware of the asbestos register prior to any works being undertaken.

Future Works: Any future renovation or intrusive work will require a Refurbishment and Demolition Survey to locate any hidden materials.

The completed asbestos management survey provided the community hall’s management committee with a fully updated asbestos register and management plan.
