We were instructed to carry out a commercial asbestos management survey at an office building and associated outbuildings in Orsett, Essex. The site is actively used for administrative and operational purposes, so the client required a full asbestos assessment to ensure the premises remained safe for staff, visitors, and contractors, while meeting their legal responsibilities under the Control of Asbestos Regulations 2012.
Survey Method
Our surveyor completed a comprehensive inspection of all accessible areas across the main office building and the surrounding structures. This included internal workspaces, storage areas, service voids, roof spaces, and external elevations.
Suspected asbestos-containing materials were carefully sampled and sent to a UKAS-accredited laboratory for analysis. The survey was conducted in line with HSG264 guidance and planned to minimise disruption to daily operations on site.
Findings
- Roofing Materials: Asbestos cement sheets were identified on sections of the outbuildings. These were weathered but remained structurally stable.
- Internal Wall Panels: Asbestos insulating board (AIB) was found within older partition walls inside the office area. The boards were sealed and undamaged.
- Service Ducts: Insulation residues containing asbestos were recorded within redundant service ducting.
- External Fixtures: Small cement-based panels containing asbestos were identified behind signage and external fixings.
All materials were assessed for condition, accessibility, and likelihood of disturbance to determine appropriate control measures.
Recommendations

Ongoing Management: All ACMs should remain in place under a structured asbestos management plan, with regular visual inspections.

Restricted Access Areas: Service ducts containing asbestos residues should remain restricted and clearly labelled.

Contractor Control: Any maintenance contractors must be provided with the asbestos register prior to carrying out intrusive works.

Future Works Planning: Should refurbishment or building alterations be planned, a more intrusive refurbishment survey will be required in affected areas.
