1. Objective
We were appointed to carry out a domestic asbestos management survey at a traditional mid-terrace house in Bradwell, Essex. The survey was requested by the homeowner ahead of planned bathroom and loft refurbishment works, with the aim of identifying any asbestos-containing materials (ACMs) within the property and ensuring full compliance with the Control of Asbestos Regulations 2012.
This proactive approach allows the property owner to plan maintenance and renovation safely, avoiding any accidental disturbance of asbestos materials.
2. Survey Approach
The inspection was undertaken by a qualified asbestos surveyor and included a thorough visual assessment and targeted sampling of suspect materials across all accessible areas of the property. This covered the entrance hallway, kitchen, living room, bedrooms, bathroom, and loft void, as well as external elements such as soffits and rainwater goods.
Sampling and analysis were conducted in accordance with HSG264 Guidance, with all samples tested by a UKAS-accredited laboratory. The survey was completed efficiently with minimal disruption to occupants.
3. Findings

Loft Insulation Debris: Small fragments of asbestos insulation board (AIB) were identified near the cold-water tank. These were likely remnants from historic heating system works.

Bathroom Wall Panel: Asbestos cement board was found behind the bath panel and plumbing void. The panel was intact and sealed.

Textured Coating: Chrysotile asbestos was detected in textured ceiling coatings within the first-floor landing and front bedroom.

Vinyl Floor Tiles: Floor tiles in the kitchen contained chrysotile asbestos. They were well-bonded and in good condition.

External Elements: The soffit boards beneath the eaves were confirmed to be asbestos cement sheeting.
No asbestos was identified in wall plaster, pipe lagging, or any electrical components sampled. A detailed asbestos register, including photographic documentation and material risk ratings, has been issued as part of the final report.
4. Recommendations

Management in Place: All identified materials should be left undisturbed and managed in situ under normal conditions.

Encapsulation: The small fragments of AIB in the loft should be sealed or carefully removed by a licensed contractor to prevent future disturbance.

Refurbishment Planning: The asbestos register must be reviewed before any building or renovation work to ensure safe working practices.

Ongoing Monitoring: An annual reinspection is recommended to confirm that all ACMs remain in stable condition.

Safe Removal Option: Should the homeowner wish to remove ACMs as part of planned refurbishment, works must be carried out by a competent and licensed asbestos removal contractor.
Outcome
The completed survey has provided the homeowner with a comprehensive understanding of asbestos presence within the property, ensuring that all identified materials are safely managed in line with current legislation.
By implementing the recommended control measures, the property can now be maintained and refurbished confidently, safeguarding the health of occupants and contractors while maintaining full compliance with the HSE’s regulatory framework.
