Project Overview:

We were instructed to carry out a commercial asbestos management survey at a large property in Suffolk. The client required a full asbestos register to comply with the Control of Asbestos Regulations 2012 and to ensure the building could be safely managed and maintained by staff and contractors.

Survey Methodology:

• Property Inspection: A full walkthrough of the building was undertaken, covering offices, communal areas, plant rooms, storage spaces, and service ducts.
• Sampling & Testing: Suspect materials were discreetly sampled and sent for analysis at a UKAS-accredited laboratory.
• Condition Assessment: Each asbestos-containing material (ACM) identified was recorded, graded for condition, and assessed for the likelihood of fibre release.
• Compliance Documentation: An asbestos register and management plan were produced to assist the client in fulfilling legal obligations.

Key Findings:

• Ceiling Panels: Asbestos insulating board (AIB) ceiling tiles were identified in several office areas. These were intact but require careful management.
• Boiler Room Lagging: Thermal pipe lagging in the plant room was confirmed as containing asbestos, with some sections showing signs of wear.
• Roofing Materials: Cement sheets with asbestos content were found on an outbuilding roof. These remained structurally sound but weathered.
• No asbestos detected in floor finishes, plasterboard partitions, or window frames.

The Asbestos Register, which contains a full list of all identified materials, their condition, and a formal risk assessment, is available in the main survey report.

Conclusion & Recommendations:

To ensure the site is managed safely and in full compliance with regulations, the following strategic actions are recommended:

1. Management & Monitoring: ACMs in good condition should be left in place and checked at regular intervals as part of the management plan.
2. Encapsulation: The pipe lagging in the plant room should be encapsulated to prevent further deterioration until future removal can be scheduled.
3. Contractor Awareness: All maintenance and refurbishment contractors must be informed of ACM locations before commencing works.
4. Future Planning: When the time comes for major refurbishment or roof replacement, licensed asbestos removal will be required.

By diligently following these recommendations, the duty holder can effectively manage asbestos risks, ensure regulatory compliance, and provide a safe working environment.

The asbestos commercial management survey in Suffolk gave the client a complete asbestos register and management plan. With these measures in place, the property can continue to be safely occupied and maintained, while ensuring full regulatory compliance.
