Objective:
An Asbestos Management Survey was conducted at the two-storey residential property located in Hornchurch, Essex. The survey was carried out in accordance with the Control of Asbestos Regulations 2012 (CAR 2012) and HSG264 ‘Asbestos: The Survey Guide’.
The purpose of this management survey was to locate, as far as reasonably practicable, the presence and extent of any presumed or strongly suspected asbestos-containing materials (ACMs) in the property which could be damaged or disturbed during normal occupancy, including foreseeable maintenance.
The survey was non-intrusive and focused on surface-level inspection of all accessible areas of the property.
2. Survey Methodology
The survey involved a visual inspection of the property’s interior and exterior. Areas covered included all rooms, hallways, cupboards, the loft space (where safely accessible), and external elevations.
Where materials were suspected of containing asbestos, their condition was assessed, and representative samples were carefully taken for analysis at a UKAS-accredited laboratory. Materials that were not sampled but are known to commonly contain asbestos were presumed to contain asbestos.
The inspection did not involve any destructive techniques; therefore, concealed materials within the building’s structure (e.g., inside walls or under floors) were not inspected.
3. Key Findings
The survey identified the following presumed or confirmed asbestos-containing materials:
- Textured Coatings (Artex): Ceilings in the main bedroom and downstairs lounge were found to have a textured coating containing chrysotile (white) asbestos. The coating is in good, stable condition.
- Vinyl Floor Tiles: The kitchen and downstairs WC have 9″x9″ vinyl floor tiles that are presumed to contain asbestos. Some tiles in the WC show minor signs of wear and tear.
- Asbestos Cement:
- An asbestos cement water cistern was identified in the loft space. It is in good condition.
- The soffit boards on the exterior of the property are made of asbestos cement and are in a stable, painted condition.
- Asbestos Insulating Board (AIB): An airing cupboard door panel was identified as AIB and is in good condition.
4. Conclusion & Recommendations
The survey confirmed the presence of several asbestos-containing materials within the property. The following recommendations are made to manage these materials and ensure the safety of occupants:
- Asbestos Management Plan: An asbestos management plan should be created and maintained. This document should include the asbestos register, risk assessments for each ACM, and procedures to prevent disturbance.
- Inform & Label: Any tradesperson carrying out maintenance work must be shown the asbestos register before starting work. Consideration should be given to placing asbestos warning labels on or near the identified materials (e.g., on the airing cupboard door and near the loft hatch).
- Manage In-Situ: The identified ACMs are currently in a stable condition and do not require immediate removal. They should be managed in-situ. The textured coatings and soffits should be kept well-painted to encapsulate them.
- Monitor Condition: The condition of all identified ACMs should be monitored annually (or more frequently if circumstances change) to check for any damage or deterioration. If an ACM becomes damaged, it should be repaired or removed by a competent contractor.
- Future Works: If any refurbishment or demolition work is planned in the future, a more intrusive Refurbishment & Demolition Survey will be required in the specific areas of work before the project begins.
